I have seen a lot of press about the polycarbonate tipped bullets and how they do not deform like lead tipped bullets. Are they safe in a lever action Winchester with tubular magazine?

if you use the hornady leverevolution,which are made for lever action rifles it is safe, but handloads with traditional polymer tipped bullets could be very dangerous causing multiple bullets in the tube to discharge due to recoil.
