Yep, you can feed and attract them all you want, but you can't hunt over it. Doesn't make sense to me, either---half the service stations and convenience stores in the state sell "feed corn" and/or "deer corn", but you can't hunt over it. The regulation is so laxly enforced, they should do away with it, except every once in while they'll put the screws to somebody.
