“Three consecutive mild winters have our herd at about 1.1 million,” says forest wildlife program leader Steve Merchant. “We’ll be offering antlerless tags in virtually all units, even those in the north.” Major changes include a ban on baiting; while the practice has always been illegal, old laws forced wardens to prove intent, a technicality that’s difficult to enforce.
