Pennsylvania's biggest deer will come from areas few other hunters can or will frequent-remote woodlands, farmlands where gaining access is key or suburban woodlots with little or no hunting pressure. Again, the special regulations counties-Allegheny, Bucks, Chester, Delaware, Montgomery and Philadelphia-are hot bets, but access is often difficult in these areas.
To measure the efficacy of the new three/four-point rule, the Game Commission will be monitoring radio-collared bucks. Harvest data from these bucks will help determine how closely the new rule is being followed. Residents can now purchase separate archery and muzzleloader tags.
